We have 4 reception desks. If desks 1, 2, and 3 are empty and the phone at desk 1 rings, the user at desk 4 has to physically go answer it. There should be a short code followed by the extension needed. It could be based on the groups the phone is in. It could also be a toggle on whether a phone is allowed to have a call stolen.

ie. Ext 701 rings. The user at ext 704 is in the same group, just physically across the room. The user should be able to dial *##701 or something and answer the call.
